Yes, absolutely. Arlan operates optimally at 1 HP to maximize his Talent's 72% DMG bonus. At 1 HP, a single unshielded hit from any enemy in endgame content will kill him instantly. Aventurine is the best partner due to his massive shield output and CRIT DMG amplification. Gepard is the best accessible alternative. Without a shielder, Arlan cannot function in the way his kit intends.
Each time Arlan uses his Skill, he consumes 15% of his Max HP. If he has insufficient HP (less than 15% remaining), using the Skill sets his HP to exactly 1. He does not die. Once at 1 HP, he can continue using Skill freely at no additional HP cost. This means Arlan quickly reaches his ideal state of permanent 1 HP after a few Skill uses at the start of any fight, provided his shielder has shields ready.
Sparkle is excellent for Arlan. Since Arlan never spends Skill Points (his Skill costs HP, not SP), Sparkle can always play Skill Point Negative without the team running dry, maintaining her own buff uptime freely. Bronya also works in theory, but her Action Advance on Arlan can cause him to act before the shielder refreshes shields, potentially creating lethal situations. Prefer Sparkle or Sunday over Bronya specifically for Arlan.
Arlan can clear endgame content at high investment, particularly at E6 where his Ultimate becomes a powerful 3-target AoE. However, the effort and resources required to make him function well generally exceed what you would spend on other 4-star or 5-star DPS characters who deliver comparable or better results with fewer team constraints. Arlan's C Tier placement reflects that he is outclassed not because his numbers are terrible, but because his survivability requirements impose heavy team-building costs that hurt your overall output.
134 SPD is the general recommended breakpoint for solid action economy in endgame. However, be cautious: a faster Arlan burns through his shielder's coverage faster. Make sure your shielder is also fast enough to reapply shields before Arlan takes a hit at 1 HP. At 143 SPD, Arlan gains an extra turn per cycle compared to standard enemies. Prioritize CRIT stats before pushing speed.
E1 is a free passive 10% Skill DMG boost that is always active. E3 and E5 provide meaningful level increases to Skill, Ultimate, and Talent. E6 is genuinely notable: it transforms his Ultimate into a 3-target AoE equal to the primary target multiplier, which simulation data shows as a significant damage increase especially in multi-target scenarios.
