Dr. Ratio needs 3 debuffs on the target to guarantee his Talent follow-up attack (40% base + 20% per debuff = 100% at 3 debuffs). With his Inference trace, he self-applies an Effect RES reduction debuff via his Skill, so he only needs 2 additional debuffs from teammates.
